Affordable Housing & Redevelopment
Maximiliano Liceaga
Vice President
As Vice President of Live Free Properties, Maximiliano Liceaga brings extensive experience in affordable housing development, community redevelopment, creative finance, and manufactured housing solutions focused on serving underserved communities across Southern California.
Maximiliano has advanced experience overseeing affordable housing and redevelopment projects — including manufactured housing developments, manufactured home relocation projects, redevelopment of distressed and dilapidated properties, and strategic community revitalization efforts. Throughout his career, he has managed dozens of community development projects, with many initiatives spanning between five and ten properties at a time, helping transform underutilized and underserved areas into stable housing opportunities for working families and low-income residents.
Prior to his leadership role with Live Free Properties, Maximiliano operated a manufactured home park solutions company for more than five years. Through this work, he specialized in revitalizing economically challenged communities by creating innovative and cost-effective housing opportunities through manufactured housing and redevelopment strategies.
Beyond redevelopment, Maximiliano has worked directly with families facing difficult personal and financial circumstances — assisting households dealing with missed mortgage payments, late fees, property taxes, relocation needs, housing instability, and emergency housing situations. He has also supported elderly individuals, disabled residents, and families caring for sick loved ones who needed guidance, resources, and housing support during challenging transitions.
Known for leading with compassion as well as experience, Maximiliano approaches each project with a people-first mindset focused not only on improving properties, but also on helping individuals and families navigate difficult life situations with dignity and support. Through his housing and redevelopment work, he has contributed to safer and more stable communities by helping reduce neighborhood blight, improve living conditions, and connect families with housing resources, workforce opportunities, shelter assistance, relocation services, and community support programs.
Today, Maximiliano is also actively involved in expanding affordable housing access nationwide through a tiny home housing initiative dedicated to providing attainable housing solutions at a fraction of traditional real estate costs — helping underserved communities and diverse population centers throughout California and across the United States.
As a bilingual Mexican-American professional fluent in both English and Spanish, Maximiliano brings cultural fluency and direct communication capability to his work with Southern California's diverse communities — enabling him to serve Spanish-speaking families, build trust across cultural lines, and advocate effectively for underrepresented populations throughout every project he leads.
Leadership Initiative
As Vice President, Maximiliano is committed to advancing sustainable and community-focused housing initiatives that prioritize affordability, accessibility, and long-term economic impact. His leadership approach emphasizes practical housing solutions, strategic redevelopment, and innovative housing models that support individuals and families experiencing housing insecurity. By working alongside public agencies, housing partners, and community organizations at the federal, state, and county levels, he continues to advocate for housing solutions that create safer, healthier, and more stable communities throughout Southern California and across the United States.
